Hugo Bloom has the sort of personality that makes everyone want to know his name. He's friendly, outgoing, funny, charming, and likes to make sure those around him have a good time. He's the sort of person that would do just about anything for a laugh and to make others smile. Everywhere he goes, people call out his name and wave to him, and even when he isn't somewhere where everyone knows him, like in line at the grocery store or in the waiting room at the doctor's office, he'll chat to those around him as though they're his closest friends. He loves to talk, he loves people, and he loves to be social. In fact, it can often be hard to get him to stop talking.
Of course, it could be said that one big reason for this is that he loves the sound of his own voice, and all of the words that come out of it. He is more than a little bit egotistical; he is handsome and charming and fairly attractive, and he certainly knows it. He gloats about being awesome and uses corny pick-up lines on every pretty girl within range. Of course, he knows he isn't that much better than everyone around him, and he can be humble when it is necessary to be-- he just generally chooses not to be. After all, he has found that the ladies seem to respond better when he simply assumes for the purposes of a conversation that they're attracted to him, rather than making safe small-talk and relying on the hope that they are.
Hugo is extremely enthusiastic. He has naturally always been high-spirited and excitable, but it was amplified when his family moved from the United Kingdom. Ever since he came to America, everything in the country has fascinated him, from the amount of ice piled into beverages to the sheer unnecessarily enormous size of everything. He has a massive amount of spirit for whatever he may be doing at the time, be it attending a sporting event back when he was in school and painting his face the school colors, or now when he's older, jumping headfirst into his meager position on the town's police force. He might not be all that important yet, but someday he might actually get to solve real crimes, and the prospect of that is enough to make him go into it with a broad smile and the constant question of "what's next?" Part of this is also that at least if he fails, he can say that he gave something his all, and if he succeeds, well, then he can be just as important and awesome as he made himself seem in the first place.
His enthusiasm, however, can also be a bit overwhelming, especially when his insanity starts to come out. Another reason that Hugo becomes so well-known wherever he goes is not just that he's friendly and loud, but also that he's fairly crazy. When faced with a problem, instead of going for a simple solution, he plots out complicated schemes and launches full-scale Plans in order to see the situation through. When he's in this mode, he is highly suspicious of everyone and will dart around asking people where they've been recently, along with other weird behaviors. He takes these things Very Seriously.
Of course, those are some of the only things he does take seriously, leading others to believe that he doesn't exactly have his priorities completely straight. He takes ridiculous things too seriously, but when something actually does need to be given a bit of gravity, he usually laughs and jokes around about it instead of handling it with care. This is particularly a problem in two areas: emotional issues, and academic issues. Although Hugo can be a bit slow when it comes to picking up on things or catching a joke or concept, he's not dumb-- in fact, he's quite intelligent, and he could do quite well in a work environment if he applied himself. However, he's very lazy and puts most things above busywork, and the only way that he managed to graduate was because he squeaked through on late work and grade forgiveness. Emotionally, Hugo tends to toss issues around or treat very emotional situations quite lightly. He has had trouble with girls in the past due to not taking their feelings seriously enough. He's very goofy and although he likes to talk about things and resolve them, that doesn't stop him from joking about them or just trying to put a smile on the other person's face.
Although Hugo is very egotistical and boasty, he is a genuinely good person and always has the best intentions. He is a great big brother and he loves his family dearly. He's very warm and loving, and he has a knack for making others feel good. He is loyal and puts others above himself when they really need him, and he will defend and help out those in need. He is very well brought-up and comes from a very close family with strong values. As "cool" as he makes himself seem, he always looks forward to seeing his family and finds nothing lame about being excited to spend time with them, whether it's playing board games or just having a visit. No matter what he does, Hugo puts his full heart and soul into everything and that's what makes him who he is.

Weaknesses: Hugo is not good at dancing or cooking. He is a little bit slow on the uptake sometimes, and is also not very good at taking things seriously when they need to be. He is kind of a slacker and when he sets his mind on something, it's difficult for him to focus on anything else.

Hugo was the first child of Anna and Daniel Bloom. As a child, he was very similar to how he is now—energetic, enthusiastic, and talkative as soon as he could form words. He was always happy to relay every piece of information he learned to his mother and he loved having her attention. This was why, when it was announced that he would soon have a new baby sister, he was not a happy camper. They tried to get him enthusiastic by letting him help decorate and pick things out for the new baby’s room, but it wasn’t until she was actually born that Hugo was finally okay with it.
Despite the fact that he had learned to accept that he had a sister and even learned to like her a little bit, as soon as she started being more sentient, they fought constantly. He may have been four years older, but even still, they fight like children when they’re together. When Hugo was five, his parents signed him up for asoccerfootball team. From the moment he stepped onto the field, he was in love. Hugo had a natural talent in sports and athletics and he was very good on the field. He was a star player on his team all throughout his youngest years and even into the older grades.
When he was twelve, however, his mother got a job at Yale and so they packed up and moved overseas to Connecticut. Hugo was sad, of course, since he had to leave all of his friends, his family, his hobbies, and his football team, but America was amazing for him. Everything was so big and American and Hugo spent his first few months in amazement. If he hadn't met his best friend Teddy, it might have taken much longer for him to adjust, but with his translation of slang Hugo was soon hip with the lingo.
The worst part about coming to America was having to transition from football to soccer. People kept telling him where to try out for football instead of soccer and when he finally got to the right place and made the team, he confused everyone and everyone confused him. Even still, he often just calls soccer “football” and gets frustrated when people don’t understand what he’s talking about. Everyone had always loved his accent, though, and this kept him going throughout school.
He remained friends with Teddy through high school and both were popular. He was never wanting for a date or something to do and he cruised through those four years with little to no trouble at all. He always got good grades, even though he hated working, and even though he didn’t graduate at the top of his class, he did graduate with a good enough GPA to get into any college he applies to.
Despite this, Hugo didn’t know where he wanted to go. He had a vague idea of wanting to go to the beach, but no idea what he wanted to do. He didn’t want to work at a desk or in an office, but he knew that wanting to be a professional athlete was a little unrealistic. He’d never been a person to think through his decisions too heavily and going to college was really what you made of it and so he went on a whim and decided that he liked law enforcement. His mother reasoned that, if he got a degree in criminal justice and decided he didn’t want to be a cop, he could always go to law school, and thus, he decided that he would look around for a good school.
Orange Island boasted both a police academy and a beach. It even had a great criminal justice program. There, he could go to the academy as well as get a college degree and be that much closer to success. He was accepted to Orange Island University and so, that September, he and Teddy moved there. It came as a surprise to no one when he rushed a fraternity and so he spent the next four years as a brother. As soon as he graduated, he got a job in the police department and has been a traffic cop ever since. He does, however, hope to eventually be a little bit cooler.| A P P E A R A N C E |
Having been playing soccer most of his life, Hugo is pretty fit and has an athletically toned body. He is fairly tall, with reddish-blonde hair and dark blue eyes. He likes to wear as little clothing as possible and goes shirtless whenever he has the opportunity. When speaking, he likes to use large gestures that incorporate his entire body. When panicked or excited, he'll flail around and yell a lot.
When he is forced to wear clothes and not in his work uniform, he wears a lot of reds, blues, and greens, usually jerseys or light cotton v-necks; he likes to show off what he's got. He likes to be comfortable, but in a classy, well-put-together way. He likes to show off and be expressive and big in all ways. Ha.
